I believe the recirc pulls from the bottom of the well and flows back into the top. Mine also has the air injected from above the rear deck into the recirc.

Gas gauge is a reference only. With the tank being L shaped with the narrow part at the top it can't be accurate. When full the gauge drops pretty quickly then gets to the wider part of the tank.
One thing, some fuel hoses have liners in them. If they have been disconnected and re-connected the liner can bunch up and restrict flow.
