    Do some research on a joint op between DEA and Customs called "Operation Snowcap". The goal was to destroy / disrupt cocaine production / importation into the US. After many years and untold billions of dollars they figured out they would have kept more cocaine out of the US if they had just bought it and destroyed it.

    Some truth to that, not sure leaving them comfortable to plan helps either though.
